Okay so I'm looking for a cheap build, I want to make a really cheap build that will run games like Counter Strike Source, Team Fortress 2, maybe Call of Duty 4 for as cheap as possible. If you can keep it under $400, that would be awesome. I was thinking of going AMD for sure, but I'll leave it up to you guys to decide.

~$40 for whatever case you'd like, i figure that's just preference, but $40 will get you a basic case, maybe a side window, 12cm rear, probably an 8cm side if you'd like..
$20.99 LITE-ON Black 20X DVD+R 8X DVD+RW 8X DVD+R DL 20X DVD-R 6X DVD-RW 12X DVD-RAM 16X DVD-ROM 48X CD-R 32X CD-RW 48X CD-ROM 2MB Cache IDE 20X DVD±R DVD Burner - OEM
$41.99 Seagate Barracuda 7200.10 ST3160815AS 160GB 7200 RPM 8MB Cache SATA 3.0Gb/s Hard Drive - OEM
All in all it's about $435 (415 w/ rebates), and it's a decent computer, will max out your games on most resolutions i'd assume.

Also, incase you'd like to save a few bucks, i am selling my 5400+ black edition for $50, it's not even a month old. If you buy my cpu and take a $35 case it's only $400 total (380 w/ rebates :D) :P
