Cheap PSU?

"You get what you pay for!" would be the best response here. When you see some generic brand supply being sold for a start bid of $14.95 you know it has to be some cheapo wonder! If you are looking for a good stable supply you will see prices with a start price of $60-$70 for the lower end models.
