Cheap upgrade ideas

OK. i have came to the end of dealing with my locked bios, locked fan speed, normal, hot, run of the mill gateway desktop. my mom got it in 04 and gave it to me because it was "too much" for her. good in 04, not that great in 08(yea, im a poet). so i decided to go for some upgrades, but, while unemployed, my budget stays quite low. so im thinking 120-130$ (60-65£)max. (ok, maybe 150......if its worth it)

so here are my issues:

*locked BIOS
solution: new Mobo
Somewhat bad grphics....ATI =[ (it artifacts sometimes,not always, but like when playing Doom 3, or Civ, or any other game on even medium settings.)
solution: new Nvidia graphics

*locked fan speed
solution: unlcoked BIOS or fan controller

*55c CPU idle temp
solution: better cooling

*BTX mobo/case (why gateway, why)
solution: new mobo=new case visa versa

Low FSB
solution: new CPU, or OC(if i had an unlocked BIOS and better cooling)

*HDD getting full
soulution: second HDD (just a small one)

windows (and ****bill gates)
solution: kill bill gates, get revenge, become a hero (before the fall of windows makes bigger problems)

*******Hilary Clit- oh, ok computer issues only

windows XP
solution: vista.......no Linux for now

*slow speed
solution: more ram (i got 1.25 GB DDR)

DDR
solution: DDR2 w/ new mobo

*ugly stupid gateway BTX case
solution: new case-ATX thank god

*305W PSU and not much power expandability
solution: new PSU-( >400W)

*= big problem that should be fixed first ( or is certain cases, should rot in h**l and die a slow and horrible death.......hehehehe)

so yea guys, if you could give me ideas or help me pick some upgrades that should fix as many issues as possible for the price that would be great.

you're pretty much talking about a complete new pc and transferring some old things to the new one... am i correct?
 
you could go with a E2160,with 2gb of ram,maybe a 7600GT. if you dont have much cash for a new build.
 
no, im not talking of an entire new system. i was think like, new mobo and case. that knocks out the the locked BIOS and fan speeds, BTX formats, and if i get something like an antec 900, or something, that would also provide significant cooling. but im not talking about fixing every issue, i just stated all of them so you guys could help decide what things i could get under 130 bucks that would fix the most issues at once. (just know because gateway has provided me with BTX stuff, if i get a new case, i have to get a new mobo, if i get a new mobo, i have to get a new case.)
 
but better then what i have got.
i need help! i don't know if the antec 900 and a cheap mobo the solution.
better mobo and separate cooling? like a cheap case, ok mobo, and a zalman 9700, or something comparable....
 
yea, i know that, but, i just decided to put it up there. even though its too much for my current computer to handle.

so any ideas? any?
