Chip fan not workin on new motherboard

This is the motherboard ive just used to build my new computer, everything works fine apart from the chip fan.

Is there an option to turn it on in the BIOS or something, because when i start my computer up it warns me about it and goes F1 to continue or DEL to enter setup...

Any idead? Thanks

EDIT, and my graphics card dosnt seem to be performing up to what i thought... i used to have a ATI Radeon X800XT and now i have a MSI Nvidia GeForce 7800GTX, and i seem to be getting worse fps... im prety sure i have the latest drivers... yet again any suggestions?

Hvae you tired to start the fan by spinning it by hand? If that doesnt work, then I would send it back. You dont want to have a chipset with no cooling. My Northbridge is about 42 C, and thats just with a huge heatsink.

Also, the graphics.... Check in the nForce drivers for anything, but im unsure what the problem is here.
