Chipset skips install

I just upgraded to Win7 Ultimate and am having this weird problem.
When I try to install my chipset using the utility, it skips the install stage and goes directly to the Finish page. Below is a video showing this.
My computer originally came with Vista so I thought running Win7 would be fine.

Does anyone know why this happens? Any info I'll give you if you need it.

It installed. Plain and simple. Do you still have a mark in the drive manager?
 
No. Device manager (if that's what you meant) is fine.

I remember when I had XP, it wouldn't do that ever. It would go through the install process anytime I did the setup, even if the latest was already installed.

I'm asking about this problem because I'm getting severe lag in games. Not necessarily low fps but every time I try to move it jerks me all around, hit detection is very off, etc. No one else has this problem and I didn't have this problem in XP either.

Yes, I meant device manager. It was late and I was tired :)

What are your system specs?
 
Wanted to use AA in BC2 (DX11, XP is stuck at using DX9 in which you can't use AA) and I wanted the Prefer Maximum Performance option in Nvidia CP.

What's that have to do with my problem though? I think I'm going back to XP since no one knows why this happens in BC2. I even tried running the bc2 exe in compatibility mode for xp sp3.
 
It actually looks like it didn't install the chipset software, all it did was extract it.

Look in control panel under programs to see if you can actually uninstall the intel chipset software, then try reinstalling it.
 
I just installed XP again and it's doing the same thing in-game. It's very frustrating and never used to do this. I thought it was a Win7 problem since it started happening when I installed Win7 maybe not.

EDIT: I just noticed something very odd. When I installed XP just a little while ago and installed the chipset, it worked fine. It showed it installing different drivers (or whatever) for each device like normal. It's been a few hours now after installing windows updates and such (xp), and now it's doing the same thing with the chipset installer again. I don't see anything in the "Add or Remove Programs" about a chipset, probably because it's not software, it's just inf files being installed.

EDIT 2: I ran an older chipset installer which shouldn't skip that screen like that but it still did.

I installed xp again and somehow it's fixed. Maybe it's because I didn't install optional windows updates which I did before. Or maybe it was just the game after all. I'll keep you updated, though.
 
I just confirmed that applying ANY sort of cpu overclock results in this severe lag illusion, even +5 fsb. The fps is much smoother with the overclock but I get jerked around when I move and hit detection is very off, but not when I'm on stock clocks.
I'm confused as to why this is, because my OC works fine on ALL other games.
