Choosing a new video card help

Most PSU's support the 220-240 European VAC standard. If you look on the back of your unit you should see a switch that is on 115-120v, The american standard. All you have to do is switch it.

The power cords themselves would have to be changed.
 
I would first ask yourself if DX10 is important to you. If you go with the 1950 or whatever its called you won't be getting the full DX10 experience. If I were you I'd save up and wait until you have enough funds to buy an 8800GT or something like that. You've waited this long to step up, you can wait a little longer. :)

DX10.0 will not be mainstream for at least another year so it is worth buying a kick ass dx9 card now as it will last at least a year playing games nicely then upgrade again after a year, as for the 2 cards the 1950 has always been a solid performer and always scores well, my bro has a 7900 and has to decrease game settings a bit to run well whereas on my 1950 i dont and scores over 3000 more points in 3d mark too
