noisy Fan's isnt only about the size.. its also about the quality of the electro motor, and ofcourse of the design/aerodynamic of the blade's of the Fan.
also.. you coult try a fan controller, make the fans you already have running at a lower speed ;)

CFM not CMF, it stands for cubic feet per minute, by your spelling it would cubic minutes per foot.... see the difference.

Anyway, that typically doesnt exist, the higher CFM you go the higher the noise will be (generally) Larger fans (physical diameter) tend to be quieter than other smaller ones. For a good near silent brand go and search for a make called "SilenX"... I think www.kustompcs.co.uk does them aswell as others

Though not super high in CFM it is good and very quiet.
The Panasonic Panaflo 120mm fan (~69CFM)
it is actually thicker than almost any 120mm fans you will find (38mm thick) this increases the area the fan blade can hit air so more air can be pushed and it also uses HydroWave bearings which are very quiet. I have it on my SI-120 and I cant hear it over my case fans.

If you want some serious air pushing through your comp then voila....

I dont think its very quiet though...
