Command-line Program .exe icon Changer

Is there any free command-line program .exe-icon changer out there that I can distribute with a problem for free?

For example, Resource Hacker is free, and has a command-line interface, but it can't be distributed for free without prior written permission of the author.

Any ideas?

I know that you can change icons with Icon Tweeker, it's free but it doensn't have a command line, Why do you need one anyway?

I'm going to make a really simple icon convertor where the user inputs an image of any size and it converts it into an icon, and puts it into the specified .exe file to upload for free to a specific mod site.

I found XN Resource Editor...

But I need a command-line!
