compaq presario

my friend has an old compaq... celeron something or other, with 128mb ram and a 40gig hdd...
he wants it reformatted and i tried to reboot it with cdrom as the boot priority.. but it never asked to boot from the cd-rom, it just booted from the hard drive. we reinstalled windows ME but that didn't help.
we just need it reformatted..

Be sure the disk you're booting from is actually bootable.

Something that old would be using a floppy to boot wouldnt it?
