Compaq won't Power off

I have a compaq computer that for some reason won't power down or re-start. At first it wasn't an issue because the PC was never shut off but because of some other issues it was decided to restore the PC back to factory specs. After that was done the PC still will not shut down or restart.

It will start to shut down but hang at the "Windows is shutting down" screen.

Any suggestions?

I've had that problem before on my old dell, along with a whole bunch of viruses and crap. I just reinstalled the OS, cleared the entire system out.

I thought that would be another benifit of reimaging but it didn't do the trick. Even with a fresh image the PC hangs at shut down. I remember Win 98 had a similar issue.
