compile php

Hello all,
Please can somebody gives me brief explanation on "how to compile php"?
I want to use the phppgadmin with WAMP, but the php has not pgsql enabled, so that the error is to recompile php with --pgsql ....

Oh also for windows, you can use the binary installer and in one of the steps it asks you what components to install and you can add the postgresql functions.
