It takes quite a high voltage (or amps, I don't remember) to travel through pure water,

wrong.. Pure water cannot conduct electricity at all, only when a salt is in the water (meaning you have free ion's in the water to conduct) but then its no pure water anymore.

I was a little lose with the term pure water, I really meant really really really clean water. There is no such thing as "pure water", as water self ionizes at all temperatures above absolute zero, and is able to conduct electricity.

My computer illiterate friend had the canister of air upside down and sprayed freezing liquid all over his motherboard. Unbelievably no damage was done.

I'd take it outside on a breezy day and blow it out and most of the dust should just blow away from the wind.

Again- As long as it's not plugged in, you can dunk anything electronic in any liquid, and after it dries off, if there is no residue, there is no damage.
