Computer boot up problem

When I turn on my dad's computer, it starts up normally and then goes to the "Windows could not boot up normally" screen. I tried all the options, but after I choose one, the screen is black for a moment and then it reboots. What's the prob?
 
safe mode doesnt work? Did you install new hardware/software? Does the HD make any weird "clicking" noises?
 
Yes, I have tried safe mode. I have added a new motherboard. Sometimes, there are clicking noises.
So it booted fine, then he changed the mobo, and now it doesn't work. I think we may have identifies the problem. Sometimes a motherboard change can result in windows failing to boot, it is a major change. Why did he change the mobo???
And the clicking noice is a concern???
It may be that you need to reinstall or at least repair windows, do you have the installation cd????
 
yes, i have the installation CD. Please give me instructions.
I changed the motherboard because the mobo only supported RAM up to DDR266 and the RAM he has is DDR400.
