Decent processor and motherboard in my opinion.

But I also think you should change two items. The RAM and the hard drives. I would buy Seagate hard drives rather than the Western Digital Caviar models. I've heard Western Digital has had some quality control issues with their Caviar models lately. If you are going to go Western Digital go with the Raptor models though they are quite expensive.

DDR2 1066 memory is overpriced for the performance it gives. DDR2 800 memory in dual channel mode can have transfer rates of up to around 12,500 megabytes per second.
 
well if you are going to go with an amd dont go with the 90nm. go with the 65nm like a 5000+ BE, they run a lot cooler. ive heard really bad things about the 90nm and heat issues

this is probably the highest rated cpu amd makes and its cheap and overclockable if you find it necessary. i have mine at anywhere between 2.9-3.3ghz.

But overclocking needs nice memory, cooling, motherboard, and a power supply...
 
the gigabyte he picked seemed decent for oc'ing but that might not even be necessary for him, and i would recommend intel but he said he was on a budget and from what it sounds like he wont be trying to run crysis maxed out, a q6600 or an e8400 is overkill and a bit of a waste.

everything in that selection was decent except for the ram because the mem controller on the am2 processors wont go higher than ddr2 800... try this
