computer doesn't download files from internet

Hello, can any1 help with the following?

Whenever I download files from the internet it doesn't appear on my computer. I can't find them anywhere. For example I right-click on something then go to "Save As" and choose a name for the file (leave it as original name) then select my desktop or my documents to save it to. My computer then starts to download it, but when it's finished downloading I can't find it anywhere.

I don't think it actually donwloads, there have also been times when it's stopped at 99% and froze.

Can anyone help??

Well, I am not sure exactly what the problem can be... but what you can try is to do a search for it once it is done downloading. I am sure it is somewhere... Try searching for the exact file name once downloaded
 
is there any restrictions on your computer that do not allow you to download?
are you sure the files are clean and don't contain anything dodgy?
and try saving them in a different folder and make sure your hard disk is not full!!! hopefully these tips might help
