Computer forgets any changes made when turned off

A friends has brought a laptop to me with a problem I have not seen before. Every time I go back into windows after the laptop is turn off or restarted, any previous changes that have been made are lost, usb drivers are reinstalled for the same mouse in the same port, entire programs installed disappear and even information in the event log changes.
Every time I restart the computer I get this message that there was a blue screen, but I have not witnessed any blue screens since I have received the computer:

Event viewer information differs with each time I re-enter windows, but there is always one Critical error:

Event ID: 10
Source: WMI

Event filter with query "SELECT * FROM __InstanceModificationEvent WITHIN 60 WHERE TargetInstance ISA "Win32_Processor" AND TargetInstance.LoadPercentage > 99" could not be reactivated in namespace "//./root/CIMV2" because of error 0x80041003. Events cannot be delivered through this filter until the problem is corrected.

So far the fixes I have tried have failed to fix the Event 10 WMI error.
Any ideas?

Looks like you are having a usb driver issue. When did this start happening? Can you do a system restore back to a day before the issue started? Can you check to see if any weird software is installed?
 
My friend is a little vague on when it stated happening. The first thing I did was to make sure that there wasn't any malware or viruses messing with the computer and I removed two objects with malwarebytes. I used tried all the restore points with no luck. There's a hijackthis log attached.

Hijackthis isn't used for malware removal anymore as it doesn't show a lot of information. Have you ran the programs in the sticky in the security section?

I have only used malwarebytes so far because the internet is so slow here. The computer seems to have been kept fairly clean in comparison to most computers that come to me and I don't see any unnecessary, unusual or harmful programs. Nod32 is complaining about something in thai, I know that its set to scan new usb devices because it pops up every time I plug the flash drive in.
 
Open a command prompt with elevated privileges and run the command sfc /scannow. There is a space between the c and the /. So you want to right click on command prompt and click on run as admin and then run the command to check for system file issues.

Thats a long file so will go through it in the morning after I'm fresh, currently bed time here lol. Nothing really bad in adwcleaner so I'm assuming not much as far as malware related. It just may be time for a reinstall. Try uninstalling all usb entries in device manager and reboot and let windows reinstall drivers and see if they keep try to reinstall after rebooting.

Ok john, thx for the help dude. I spoke to my friend and hes ok with a clean install, he does have much data to sort so he can go through windows.old and take everything he wants before he deletes it. So go to bed and sleep well :D.
 
So from what I saw in the log there quite a lot of missing files and 4 corrupt files. Is the machine acting any different since the fix? I didn't realize that the first 3/4 of that log was from back in 2012.

No, it was still acting the same.
