Computer Freezing and Making Skipping noise

It's coming from the speakers, So it's not my hard drive, please help me! I don't know what to do, I took my processor out and put it back in to make sure it was set.
Also, I have noticed since I built it, (3 months ago) the idle processor temp has gone from 42 to 45.

AMD Phenom 955 x4x 3.2Ghz
4GB DDR3 Corsair Ram 1333
Nvidia GeForce GT 240
500GB Seagate 500GB 7200RPM Hard drive
Cheap 15 Pound Power supply
Also, I noticed It started happening after I got my new lan cable, but this is probably not significant.

Sorry if this is in the wrong section, but I thought it best suited my Thread as this is a desktop I am talking about.

You say it started after you got a new lan cable, then I say try a different cable first, cables are cheap. When you say its skipping, what do you mean? You didn't describe it very well.

Also, what is the exact model of power supply you have? You don't want to be running off of a cheap power supply. The PS could be your issue as it may not be providing enough power to your system, especially since you have a decent video card.
 
I managed to fix the problem... but I don't know how exactly, I put in an old sound card where I then found out it doesn't work with Windows 7, so I took it back out, and now I'm not having the problem at all, any suggestions as what the problem was and how this could have fixed it?
 
You probably had a loose connection somewhere inside the case and when you put the soundcard in, you probably jarred it to where it made good connection.
 
A power supply is a very vital part of a system. Cheap power supplies can cause performance issues or burn out and damage your system. I would not trust my system with a Sumvision power supply. If I were you I would replace your power supply with one of the following manufacturers:

Antec, Asus, BFG, Channelwell, Corsair, Delta, Enermax, Etasis, FSP, Gigabyte, Masscool, PC Power and Cooling, Seasonic, Seventeam, Silverstone, Sparkle, Tagan, ToPower, XClio, Xigmatek, XFX, Zalman
