Computer games tearing :(

Hello everyone I have a really quick question. Yesterday i bought myself mass effect 1. I checked system requirements on game debate because i have a really bad computer and i wanted to make sure that i can run this game. I bought it on steam summer sale. On game debate it says that my computer is powerful enough to handle mass effect 1. So i bought it downloaded it and installed it. But when i got into the game i got screen tearing like my computer could not run this game it was really laggy and choppy. Camera moved really slow like the game was in slow motion. I reduced that game graphics. It helped a little bit but i still got huge amount of this. When i'm in game i only get 20 fps when there is action and people are shooting my fps falls to 14-16. I don't know what should i do. Is this problem with my monitor ? Because its pretty old... I would appreciate if you guys could respond My PC specs are: 4 GB RAM Intel core 2 Quad CPU Q6600 2.40 Ghz 64 bit operating system Ati radeon HD 4650 Let me know if you guys need anything else. Just because you meet minimum specs doesn't mean you'll run it well.
I'd first try updating the graphics card drivers.
Make sure you don't having any power settings that are inadvertently reducing the performance of your card.
Try turning on vsync in the graphics settings of the game.
Put all graphics settings as low as possible and raise them slowly until you have a good balance of visuals vs performance.

I already updated all the drivers but i'm going to re-install them again just to make sure that they installed correctly. I have my power settings set to high performance should i change it balanced or should i keep it the way it is. Because i changed it. I watched some videos on youtube and people were saying if you set power plan/power settings to high performance you will have big boost in fps. I turned vsync on and i lowered graphics but i still have the same issue. Thanks for the fast reply and thank you so much for helping me :D Do you have any other tips on what should i do though ?

Download HWMonitor and see what temperatures you're getting when you play the game. There's a column that will tell you your max temperature, so just fire it up, play the game for a while, and see what you get. You might be overheating and then throttling down.

Alright downloaded and installed the program. Played the game for 10 min i couldn't play more because of this issue i can't enjoy the game :(
So here are the results for the temperature in my hardware

Before i ran the game:
biostar group g31-m7 te (motherboard) 30°C
processor 36°C
graphics card 50°C

When i launched and played the game:
biostar group g31-m7 te (motherboard) 42°C
processor 49°C
graphics card 62°C

It'll affect a desktop just the same. People generally aren't concerned about them, though, because battery drain isn't a concern. But, if you have it on power saver, it'll still throttle your GPU, laptop or not.
 
Replace the video card. The image already shows that video card is the bottleneck... Also, what power supply do you have?
 
Yeah, its a 500 watt power supply but it only has 360 watts on the 12 volt rail which is where most of your power is coming from. It's a very cheap unit, no name brand. You'll need to get a better power supply to upgrade your video card. Look at a corsair cx500 for a real 500 watt power supply, it has 456 watts on the 12 volt rail.

Definitely upgrade power supply and video card.
 
I have to agree with John. If lowering the graphics settings doesn't give you the performance you are looking for, a new video card is really all you can do.
