Computer graphics situation

Okay, So I have a Dell that I got in 2002, and it's been way mediocre. I used it for abotu a year to play a video game online, and I had averaged about 60fps.
All of a sudden, The game was running at about 15 fps, MAX. I struggled to find the solution and I just gave up and quit. Give a couple months my computer got a virus and I was way to lazy to fix it, so I did a system restore back to its outofthebox settings.
Then it hit me that the game would work because whatever had been messing it up would no longer be there, seeing as the computer was pretty much fresh.
But, it did not work at all, still I ran at 15 frames per second. So I gave up again, just figuring the game had an update or something so that my computer couldn't handle it.
Anyways, a couple of hours ago I remembered how I'd use to play Gameboy advance emulators on here. I decided to revisit old memories and downloaded it. I loaded it up and it turns out that that had been effected the same way my game had been.
Now, I'm not new to computers, I've grown up around them seeing as how my father owned a repair shop. But this confuses the **** out of me, I have no idea why it would previously work but not now. Help would be aprreciated.

Specs that I imagine may be important.

Pentium 4 2.8GHz
760 Mb ram
and an integrated Intel 828656 graphics card(64 mb)

edit: the game had started acting up once I had installed a firewire card, but it still acts the same even after removing the card and wiping my computer clean.

wow, I wish I could help you, but that sounds really interesting, and I'm gonna stick around to see what other people say.

i would say the problem lies in your onbaord graphics, but then again you say you was playing it before on it so yes very strange, unless of course the firewire was close to the onboard graphics cause some heat and damaged it slightly, just a thought, if so just grab a cheap okish graphics card for now like a titanium from nividia, classic card and costs only like £10 over here which is about $19-$21

I agree with Deankenny, heck try to just borrow a card from a Friend at first if you can, load the drivers and give it a shot it may just be the answer...
