Computer in Restart Loop with 4 GB

If my computer has 4 gigabytes of memory installed, it goes into an infinite restart loop (1 sec on, 4 sec off, 1 sec on, 4, sec off, 1 sec on, ...). It runs OK with 3GB or less. I've switched the ram sticks around and confirmed that all the ram sticks and all the slots are good. I'd appreciate any suggestions or help with this problem.

Is this a pre-built machine or a custom PC? Can you give us the model computer or motherboard?
 
I have tried resetting the cmos. The sticks have different timings, but any 3 of them work in any of the slots. If I add a 4th stick the system keeps restarting.
