Computer is noticably faster with slower cpu!?

Why would this be? I have an amd 9950 be. When clocked at stock it runs much quicker than when I oc it to 3.0? Why would this be? (Stcok speed is 2.6.)
 
It could be caused by what your DDR timing drops down to (if it is). Take a look at what speed your motherboard posts for the DDR freqency at a given multiplier. The DDR multiplier is controlled by the CPU with Athlon/Phenoms.
 
The older Windsor/Brisbane AM2 processors, if it had a odd CPU X would drop the memory back. Say with a X2 6000, stock it would run the memory at around 375/750 instead of 400/800. But it was fixed on the Phenom, doesnt matter what the CPU X is set at. If you use the CPU X, it doesnt effect the MHZ or Timing. If you overclocking using the Bus and have the memory voltage and timing set to Auto, it could set the timing back.
