computer is very messed up

Whenever I turn on my other computer (my main one) it will turn on, then restart after a blue screen with some numbers on it flashes by real quick, it takes me to the options screen and asks if I want to run in normal mode or safe mode or last settings, and none of them work, they just loop back to the same exact screen over and over, no matter what I try.

Before this my computer would often get reocurring "disk read error" and others such as a screens telling me how files are missing from windows and when I try to boot with the windows cd nothing happens.

This is very frustrating and I use my pc for school and I really need it fixed.
 
By the sounds of it you need to perform a repair install on Windows there. If you cd or dvd drive isn't enabled in the boot order in the bios itself you can see if there's another F8 boot menu prior to the one Windows offers by pressing the F8 key right as the first post screen appears. Upon completing the drive detection process a blue screen(ironic isn't) appears with the sub catories for hard drives, optical, and floppy. You choose the optical drive you have installed and simply press the enter key to see it boot there.

If not you will have to go into the bios setup program at startup and usually press the DEL key to get into the bios with that or another key specified onscreen. Usually on the right side of the different menus in the bios you will note the boot devices or boot order haeding where you navigate there and open that to assign the cd rom option as the first boot device.
