Computer not peforming to specs i believe...

What's it not doing? The CPU isn't going to peg at 100% when it has nothing to do.
 
If you're telling us that the site that you have posted up the link to has wiped your computer then the site is corrupted and has 'uploaded' it's content to 'the cloud'. The link should be deleted from your post just in case it is corrupted to prevent anyone clicking on it and running the risk of their computer being wiped as well. I'd tell you it was slow usability wise based on the mechanical hard drive, but that's just me.

What is it not doing fast enough, and what are you basing your performance expectation upon?
 
The link is not a corrupt site, it's a photo sharing site.

My computer is running Counter Strike : Global Offensive at unstead 60 and running Minecraft from ranges of fps to 0, 20, to 60... Before when I just played Minecraft I could get upto 140 in areas where people would get 10 frames.... I used to be able to steady record minecraft 70 frames aswell....

When I ment wiped I clean installed my whole computer... When I reinstalled it, it gave me two options... One that said it would take a short peroid of time compaired to the long peorid option... I chose the short peorid if that helps at all XD.

Forget to mention this problem.... When I install any Nvidia graphics drivers from the driver versions latest after 354.35 they make my Counter Strike : Global Offensive screen like distort and like if you can imagine dragging 1 picture with your cursor and it made a new picture of it every like 2 seconds that's what it does...

Probably due to the graphics card not being man enough to handle it, if your computer is not equipped to play such games perhaps you should invest in one that can, like a gaming PC. What make and model PC is it?

No it's a laptop I bought for like 2,000 australian dollars which if I knew at the time you could make/buy better computers I wouldv'e did so.. :/

Uh, it's a Toshiba that's all I could tell you though man.. They did like a model change I think and now put amd instead of nvidia.

I think they misconstrued the following as being cause/effect as opposed to separate points.
Do you have any idea what I could do to fix the problem?

That has nothing to do with installing a driver. A driver is a piece of software that you install that allows the hardware to properly communicate with the operating system. Did you do a factory restore or just use a Windows disc to reinstall Windows?
