Computer Only Shuts Down In Standby Mode

Hey there,
I have an interesting problem with shutting down my PC. I am using XP pro and when I try to turn off my PC, I can only do it by pressing the standby button. I go to the start menu and then the shut down button and am given the three options Standby, Restart and Shut Down as colourful buttons. When this screen comes up the background of Windows begins to lose its colour and go to black and white like normal, but when I press the shut down button the computer just comes back to life in all its colourful glory as if I never even attempted to turn it off in the first place. The exact same thing happens when I try to restart it. It is only when I put it in Standby mode that it rather abruptly turns off.

The problem began when one of my hard drives started to go. It was getting worse and worse so I got rid of it and completely reformatted and installed the OS on another hard drive. But the same issue keeps happening.

Any suggestions appreciated.
 
XP must have screwed up with installing the shutdown file or something. Maybe there is a program that is currently running that is keeping it from shutting down or restarting? Check in power management to see if any device is keeping it from shutting down too. Also, keep in mind that on rare occasions a ethernet card can SOMETIMES be too active and not let the computer shutdown (it happened to me once, it would awaken my computer from its sleep)
So yeah.
 
Thanks for the reply Aviation Man. The computer is not even online so it is probably not the ethernet card :) however I will check out the power management and see whats up.
 
All the settings are ok in power management and there are no programs running to prevent a normal shutdown.
