Computer problem

So I try to boot up my computer and everything seems to turn on alright, but then my moniter goes to stand by and then just sits there likes it waiting for a video feed.

I checked my video card and it seems like it is not getting power (the fan is not running but it is connected all fine) Also my keyboard isn't getting power at all.

My onboard sound doesn't beep but that is because I am fairly sure that it is not working.

Is this my motherboard or is my video card messed up?
