Computer Problems

Hi guys, a friend of mine had just called to sort out a problem with his computer. After he logs into Windows and spends some time working on it and tries to change the system time, open My Computers, My documents etc., he gets an error saying that he does not have administrator priveleges although he IS the computer administrator. However, when he restarts his computer, he is able to access it. This problem occurs at random times. His AV software Kaspersky also flashes a warning that he does not have administrator rights (that what he told me, I'm not sure of this)
I had asked him to try resetting all folder settings in the control panel but he does not have folder options in the CP(He is in the classic view mode).

I also asked him to try and delete his Admin account and create a new one.
But when he goes to the Users in Control Panel, there is no option to "Delete the account"(He is logged into another administrator account and is trying to delete HIS administrator account from that one) !!!!!

Can anyone help me with this??
 
I haven't recommended that to him as of now , can u tell me more about sfc /scannow?
I know that it's a windows file protection test... Or something of that sort, but how will that help? His folder options are missing from CP. How can you display it in CP?
 
ah, there is most likely a registry error with the NoFolderOptions flag

open regedit
go to HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
change the variable NoFolderOptions to a 0
