Another thing i have so many short cut icons on my desk top. With some of them I dont know what they do or what they are. I guess delete things like ipod setup icon and skype set up icon, right?

As my computer keeps restarting. I may need to reformat. I will need to put all my files onto a disc. When do I take these files from the area they were downloaded to or the area/folder they are installed to? They are two different areas, right?

These files may also have a virus on them. So should just do an individual virus scan then burn with nero?
 
to tidy your desktop just make some new folders on your desktop and name them something appropriate then drag the icons into the new folders e.g. call one media and drag skype and any other media type programs into it.
before you reinstall windows try and find out the temp of your cpu and post back also try and think of anything you have done that might be causing the shutdown you said you might have a virus so download highjackthis just google it run it save the log and copy and past the log on the forum
 
If you do, you should take them from the area it was installed, so it should be in your C:\Program Files folder drive. However, in most cases this wont work unless they are stand-alone programs.

If reformatting, the best thing to do is to NOT take anything. Since all or most of the files, can and may contain a virus or anything that could pose a threat to your newly formatted PC. The best thing to do would be to just reinstall the programs either via a disc or downloadable file online. So as an example, if you had AVG installed. The best thing would be to redownload the program online and reinstall it again once you have reformatted.

As far as pictures, music, etc. that you may back up, those should be fine. Just have an anti-utility installed on your new formatted OS and run and check them first before transferring over.
