Computer reluctant to Boot Up

My wife's PC, which runs on Windows 10 O/S, has been playing her up of late. More often than not, when she switches on, the fans or whatever seem to start but all that then happens is the LED on the monitor changes from orange to green but simply flashes on and off while the screen stays blank. She then has to switch off and switch back on and sometimes has to repeat this three or four times before the computer will boot up. I have run CHKDSK but this has not helped.
Before we put the problem into the hands of a PC repair person could someone please guide me as to the likely problem and solution. Many thanks.

Failing hardware, try removing and reinserting the memory. Also could be motherboard starting to go.

Thanks johnb. Although I have inserted more memory in my daughter's PC and have removed and reinstalled memory in my own laptop, my wife's PC is a bigger challenge. Furthermore, I think she would prefer to shell out and put it in the hands of a professional if it means replacing hardware. I was hoping it might be a software problem but, from what you say, it seems not.
I will give her the bad news.
