Computer restarting on its own and the tower wont stop buzzing?

I am not sure if I this is the correct forum to post this in but I have 2 problems with my computer. When I shut down my computer it restarts back up on its own and my tower is making a buzzing sound. I am not sure if this is all connected. I am not sure what to do because I aint had the computer that long I dont have the money to buy a new computer. This is accually a good computer it runs fine apart from these problems.
 
If the battery on the board is now weak and the system is a prebuild there may be an alarm set to sound off. A specific beep code on the other hand points at a hardware fault of some type.

Restarts like that could point at the battery or need for a bios update since the system won't shut off on it's own since a weak battery will effect bios settings like user defined in the power management section that allows Windows to shut everything down. Generally a sound is assigned in Windows for the battery however while the buzzing sound heard while the system is first starting up or rebooting is a possible concern on it's own.

Do you hear any long and short beeps or simply a steady tone? The make and model if prebuild could be a help in finding out what bios is used like AMI, Award, Phoenix, etc. there.
