Computer turns on, no video, no HDD front panel lights

The computer shut off and won't turn on properly. The computer's power supply was replaced (because it wasn't turning on/working). The new power supply seems to be working (it turns on).
When the power button is pressed, there is no video (just a black screen), no beep codes or error codes. The HDD activity lights on the front of the chassis do not light up, however, the other LED lights up (power LED). I tried turning it on after unplugging all peripherals (including the one stick of RAM that was inside of it, the HDD, floppy drive, etc.) but still didn't work. I plugged the HDD into another computer and it was recognized, the HDD was functioning. I re-seated the CPU, new thermal paste aswell, but still didn't help. The chassis fan only spins for about 1 or 2 seconds and then stops (I don't know why). I think the problem may be with the motherboard, which is ASRock 775i65G (manual is here). The power supply is rocketfish 550W, model number: RF-550WPS. Could there also be a problem with the power supply? It's brand new and is plugged in correctly. If you need any more info or picture please tell me.

The graphics is integrated (I don't think installing an actually PCI-E video-card and hooking the monitor up to it would make a difference, but I could give it a try). I've reseated the memory stick several times, nothing.
 
If you're not even getting a "start-up beep," I would agree on your motherboard diagnosis, but if you have another power supply, wouldn't hurt to try..
Can you even get to the BIOS setup by holding delete?

Check that you plugged all the connectors in, otherwise it won't boot. Check the front panel plugs on the mobo as well because if you put those in wrong pressing the power button won't do jack.

Everything is plugged in correctly. Nothing is displayed at all, no beeps, nothing. It seems like the power supply is the only thing working (and the CPU fan that it powers).

I will have to check the power supply when I have time, and also test it with a graphics card. I will post back after that.
 
well, this is dumb, but u could check the little red switch on the back of the psu to see if it is at 115 v(us) or 230v (europe).

just sayin...

no beeps, nothing on display. it may not start to post, then there are two possibilties. CPU is out of order, then you have to try another CPU. another thing, the board is faulty, it doesn't power onto the CPU. if that, the heat sink of CPU won't be felt warm, then you may have the board repaired or buy new one.
 
At this point I'd begin to wonder about the board. But I see nothing about the CPU; what CPU do you have and are you sure it's compatible? Do you have a similar processor to test? Or even test with different memory (rare but I've seen some boards not POST with certain brands of RAM)

Also how are you testing this board? If it's still in a computer, pull it out and test it outside the case to confirm there's nothing shorting out.
