Computer Want Boot

I have a desktop Compaq Presario and it want boot up. When I turn it on, it comes up on the screen that windows is starting up. Nothing happens. What can I do to get it to start windows?
 
Was any new hardware or software installed before this happened? Were any windows updates installed before this happened? Have you tried booting in safe mode?
 
Go to site www.bootdisk.com and look for a boot disk for your system, download and use to boot the computer. If it says use floppy disk, you can use a formatted USB thumb drive instead.

If it does not boot up, you wil have to lok further.

Sounds like a disk error, Do you get Any errors ? Try to get into safe mode, to see if you can scan disk..
 
It doesn't do anything in safe mode. Up on the screen it says that windows is starting, but nothing happens. I cannot even reformat it. What could be the problem? I have tried console recovery and it want run either.
 
What do you mean, you can't reformat it? How are you trying to reformat what errors are you getting?
