Computer will not boot normally, please help

Hey, my friends computer has a big problem, so i thought id help my friend.

the problem is when i press the power button everything poweres up, but monitors are inactive ( sleep ) so theres is just a black screen.

psu, hdd and everything gets powered on.
I have reset cmos and reseated the graphics card and ram sticks. The computer does not beep when powered on. Both HDD and Power lights are on all the time, same as optical drive light and memory card reader. And I have also noticed when the IDE cable is connected to the optical drive, the tray does not come out, but when i disconnect the ide cable it does.

I have disconnected both HDD and both RAM, Grapihcs card and various other components and it still doesnt beep.

I have also noticed the fans are at 100% all the time, you know when you power up your computer the fans spin up 100% then relaxes after.. these doesnt.

I dont know any specs of this computer except its a custom build gaming rig with MSI motherboard, AMD processor, Nvidia Graphics card, two hdd, memory card reader, optical drive.

I hope anyone can help me.

All the computer needs to boot is RAM, CPU, PSU, and motherboard. Have you tried the RAM sticks one at a time? The best way to test the other components is to switch them out with a known working component, I'd try the PSU first since that's easy but since that is obviously outputting power I'd say it's most likely the motherboard.

yes I have tried to put one ram stick in at once, i can change the psu easily, but i think its no use
 
have you checked in bios, some boards have a section where you can specify which graphic output you want i.e. onboard, pci etc, if it is set to the wrong setting it may not detect the graphics card, failing that have you got a spare graphics card you could try ?

i dont have a spare graphics card and i have reset cmos
 
Disconnect the ide cable from the cdrom drive and try booting up. Sometimes hardware failures will cause the system to not boot up.
 
If you have reset the BIOS (by pulling the battery, say) and the computer has integrated video, then you may have to plug the monitor cable into the motherboard video connector on the first boot to access the BIOS and change the settings to use an external card.

what about the other symptoms? it doesnt make sense, and the integrated graphics use an older cable with i dont have ( serial or some sort)

and btw the computer i kinda old, so it doesnt have the latest chips and everything
