Computer will not boot to Windows 7 Disc

My computer crashed a few days ago. I believed it to be a hard drive failure. I replaced the hard drive and began to load Windows 7. Before it was finished the computer shut off unexpectly. When I attempted to restart the computer and began the Windows 7 installation again the computer will not boot from the dvd drive. It asked to press any key but pressing keys do nothing. Then it goes to a message saying "NTLDR is missing". Pressing Ctr+Alt+Del to restart also does nothing. I have used two different usb keyboards to see if that changes anything and it does not. I have also unplugged the hard drive but that does nothing. I have changed the boot progression in numerous ways but no change. I have even removed the battery from the Motherboard but no change.

I attempted to load Ubuntu and the computer would see this disc and begin the process but reached the setup preparation stage and then would do nothing more.

I afraid there is a major failure in either the motherboard or cpu.

I would appreciate any suggestions.

Sounds like to me it wasnt the hard drive to start with. When you say it crashed to start with, what exactly did it do?
