Computer will not load windows!

I just built a new computer, here are the specs

MSI K8N Neo4-F skt 939
AMD A64 3200
MSI RX800 PCI express
1gb Corsair value select PC3200
WD 80gb sata hdd

The computer had been running fine but now when I turn it on, it gets to the black windows xp boot screen or just past that and suddenly shuts down. I suspect that this might be an issue with the power supply since it is the one that came in the case when I bought it. The case is the Rosewill R203A with a 350W psu. The psu has a 20 pin connector and my mobo has a 24 pin but the mobo manual says that this is ok.

Here are the amperage ratings for the psu

+3.3v 28A
+5v 35A
+12v 16A
-5v 0.3A
-12v 0.8A
+5vSB 2A

When the computer was working, the voltage on the 12v rail was about 11.84V. When it is showing this behavior, i can go into the BIOS and it is showing 11.79V. Other voltages have always been low as well 3.3=3.23 5=4.96. This is the first computer that I have built so I really do not know what to expect as far as what is normal and what is not.

This has happened before and sometimes the computer will start up after it has been sitting off for a while.

If it is the power supply, are there any retail stores that sell a decent psu for around $50.....or would it be worth my money to order one from newegg?

Any help on this issue would be greatly appreciated.
 
I am at home now and I turned the computer on and everything worked just as it should. The Vcore fluctuates between 1.34 and 1.37 and the cpu temp is 32C at idle.

One more thing, before windows starts, a messages comes up displaying "Invalid BOOT.INI " "booting from C:/windows".....what does this mean and how can I fix it?
 
Ok.....here's another update.....fixed the "boot.ini" problem by using the recovery console like the microsoft website said. However, when I tried to restart, I got the same thing that I always get when the computer gets to the windows boot screen. It seems to only do this on restarts and not when the computer has been sitting for an hour or so. Right now I am loading windows onto another hard drive to see what it does when loading from that hdd.
 
Yet another update........i fooled around with trying to install windows on an older hdd.....too slow....decided to try the regular hdd......to my surprise, the computer is up and running just fine and the power supply never rested......i dont know what to do.....maybe i should just never turn it off.
 
That is weird... the symptoms sound like an overheating PSU or an overcurrent, but the rails fall within spec for that board... have the same one myself.

Check you startup scripts and see what's running... maybe you have a misbehaving driver or somesuch. APM comes to mind...
 
I dont know if the problem is still going on but I am going to try to make sure that I have all the latest drivers and such for all my hardware and then I may end up reinstalling windows....i would like to avoid this option if at all possible
 
Fixed it!....I think it was a bad keyboard driver or chipset driver......i got rid of the keyboard driver and updated the nf4 driver and windows loads nicely now.
