Computer won't boot, beeps when no ram

I built this computer I'm bench testing it, and it's not working. IT's not puttin' out video. The only sighn of life is that it beeps the no ram beep when I take all the ram out. I feel the Heatsink for the CPU getting hot so I would asume that's working. The fan runs. I need help. Does this mean something about my ram is bad?
 
Beeping when no ram is inserted is a good sign actually. If you built it, have you built pc's before? Did you use the brass standoffs between case and motherboard? Can you give us your system specs, please list all exact hardware.

Yes, this is my 1st build. I got a motherboard out of a compaq d530 from amazon. I got a used pentium 4 2.8 ghz cpu and I have a bunch of DDR ram. The motherboard which I bought in "mint condition" came on a little metal plate. I figured that It was desighned to be kept on this plate, so I've left it on there. I think the next thing I'll try is to take the motherboard off of this plate.

I've tried various sticks of DDR ram and I've tried all 4 slots

This is a 2.8 ghz P4

I've tried the intigrated video and a video card, both with the same affect. The monitor light goes amber, and nothing happens. Since I take out the ram and it beeps, does that mean there MUST be something wrong with the ram?
 
The motherboard shouldn't have a metal plate covering the whole back side, Sometimes there is a small plate covering the area where the processor goes but thats it. So most likely it looks like the board is shorting out against the case. The board will beep at you with no memory installed, so thats fine. Remove the board from your case and post a pic of the backside of it for me if you can.
 
Sorry I didn't say, I have it out of the case now and it's still doing the same thing. It's on this little plate that looks like it was desighned for it. Here are some pics.

Not sure what could be wrong. What that looks like is the back plate that compaq uses. Can you remove the backplate? I'm assuming your not putting this in a d530 case? You might have a bad motherboard.
