Computer Wont Boot Up Please Help

Hi there everyone hows it going? I was wondering if you guys may be able to help me with a computer problem I am having a little difficulty with my cousins computer. She gave it to me to repair. The problem is that the desktop won't seem to load up to the main screen, when I turn the computer on the screen is all black and it says press ctrl alt del to restart. Now what could be the problem. I think it needs to be reformated, maybe somehow the OS got removed and the hard drive is wiped out. So if anyone has any suggestions please post. Thank you.
 
So when you try and boot the system, it says nothing more than "press ctrl alt del to restart"? I find that a bit hard to beleive...

What OS was on it originally? 2000/XP?
