Computer won't POST after underclocking

Howdy.

My comp won't start after I underclocked it using RMClock. I misclicked one of the options and i think it set the voltage to the lowest possible. Immediately after, it shut down and wouldn't turn on again.

I'm pretty sure the hardware's fine. The fans and psu are definitely working.

When i turn it on, it doesn't make that BEEP noise or go into windows. I think the voltage is too low for the cpu to run or something... I've got no idea

Just reset the cmos, there should be a jumper on the motherboard, or you can always disconnect the power cable and pop out the battery. That should set the voltage, along with everything else in the bios, back to default.
 
I tried that before. My mobo doesn't have the 3 pins so I unplugged the power and took out the battery for around 20 minutes. Put it back in and its still the same.

Edit: I tried it again this time leaving it out for over an hour but its still the same. Would this mean that the BIOS has reset and hardware is the problem?

Edit 2: So I had another look at it and when the 12V power is connected to the mobo, turning it on will only power the CPU fan and other fans for like a second before everything turns off. I've checked to see if the mobo was being shorted by any loose screws. It all seems normal.

When the 12V power isn't connected, all the fans power up as normal so could it be a dead CPU?

The obvious answer whenever goofing up on settings in the bios is to see the factory defaults restored. You simply follow the board's manual's instructions for clearing the cmos generally by removing the battery on the board for so many seconds and moving a 2pin jumper cap back and forth over three specific pins on the board. Following that you replace the battery and re-enter the time and date first when the bios setup screen appears when starting up after.
