Did you install Windows (or another operating system) onto the drive? If not, then that's your problem. Drives don't come with an OS loaded on them.

First:
Do you see the BIOS or POST screen? If so, does it boot as far as where you would normally see the OS splash screen?

If you do, then enter the BIOS and check the boot order of your drives.
Sometimes the connections on the motherboard aren't in what one would consider a logical position relative to the order you would expect them to boot.

If you do not see the BIOS screen when you turn on your PC, your memory controller may not support a drive that large. Sometimes this can be remedied by updating the motherboard firmware. Sometimes you need a new memory controller, as older ones aren't always compatible with these larger drives.
