Computer won't start

My computer had been making a strange noise recently. I opened it up to investigate, and found quite a bit of dust had built up. I took it outside and cleaned it out with some compressed air. When I hooked it up after that, it wouldn't boot. There's a small light inside on my motherboard that lit up once I plugged it in, so I'm thinking it's some other part with the problem. The only thing I can think of is when I was cleaning it, I blew air into my CPU fan, and it made the fan spin (I don't know how fast that could make it spin, but its maximum speed is usually around 2500 rpm). I didn't know if maybe I could have damaged the fan and the computer wouldn't start without a CPU fan. Is that possible? Any other ideas of what could be wrong? I thought maybe I knocked a cable loose, but everything looks to be in place.
 
My Bro's computer did basically the same thing when he tried to upgrade his RAM. Turns out his power supply somehow died. I'm not sure if it was the movement or what, but go figure... I'd check that out if you have another, along with just checking any connection. If it was very dusty, maybe blow it out again with some cards removed. Maybe dust is causing something to short out.
 
I was thinking it was the PSU at first, too, but the light on the mobo made me think otherwise. I'll try that, though. Unfortunately, I don't have another PSU (this one's an Antec SmartPower 2.0 500w, btw).
 
try to take the silver battery on the motherboard for 30 seconds and put back in. See if that works
 
I tested my PSU by itself, and the fans turned on when I plugged it in. It was making a high-pitched noise, though, and I think that was the noise I had previously heard.
