computer wont turn on, cpu problems?

computer wont turn on, cpu problems?and what cpu should i get?

Well, last week I restarted my computer, and was just talking on aim for like 10 minutes and it just shut off and wouldnt turn back on, i bought a new powersupply, new motherboard (got a new vcard since i went from agp to pci-e) and i have my old cpu, amd 3800+ 64bit, I dont know why, but the powersupply is fine it makes noises, and when i hit the power button on my case, it makes a noise in the powersupply like a weird noise, but no fans or anything turns on.. is it the cpu?

edit: what kinda cpu should i get? i got a x1950 pro 256mb, and i have 1.5gb pc3200 ram, what can i get that wont bottleneck anything, like a decent one? i dont wanna spend to much, trying to get under 100 dollars, which is anything like 64bit amd 3800+ or under.

If the cpu goes you would still see fans run and lights flash for a second or two. I don't like the od sound being heard from the supply but I don't think that's where your problem is being seen there. A board fault like a failed bios eprom or battery that went on you would be more likely. A failed cpu would usually see an onscreen message or generate a constant audio beeping to alert you. If something goes on the board itself everything comes to a stop.

What could it be though? i bought a brand new motherboard, powersupply, vcard, and im using a different case also. :/

also, it actually might be the cpu, since the day i got it, it made this weird highpitch noise, and its been a full year now, and i guess it juts blew from stupid stuff like that? i unno
 
Surprisingly after a year's time the battery on the board itself is one $2-$3 item that can quit too. I was that on the last build here one when nothing would happen when the power button was pressed. Hopefully you are not seeing a board fault being realized. Generally a failed cpu will see an alert of some type when you first power on a system.

A dead CR2032 lithium battery or failed chipset will see a dead switch where nothing happens when you press the power on. The high pitched sound may have been seen when you swapped cases seeing a slight ground out of the board. Over a period of time that would either stall or damage something on the board. Hopefully you simply need a battery change and not a bios eprom or bad caps on the board. Inspect the board for any bulging capacitrors or odd colored areas on it. That will indicate problems there.
