Conflicting firewalls -- which to disable?

I have DSL service through sbcglobal, and for the past few months have had problems with windows opening slowly, sluggish response when I try to reply to an email, etc. SBC Help says the problem might be conflicting firewalls -- there's a built-in firewall with the 2Wire monitor I use for DSL, and the firewall with Windows XP is also running.

Could this be the problem? And if so, which one should I disable?

Is it a problem with Windows or Internet Explorer that is seeing a slowdown? Often I run the XP firewall disabled due to the firewall inplace with the router. But that can leave your system open in other ways. A slowdown seen when logging on to check email or browse the web can also be attributed to heavy traffic by users bogging down ISP servers at different times of the day. Lately I've seen delays when going to check the mail or even logon here due to that with or without the firewall enabled. The one way is to disable one and see how it is then subsequently re-enabling that to disable the other. If a problem is seen with one in particular running run with the other.
