Confusing blank screen, plz help!

I am writing this for my brother. Recently, he moved back home for the summer from college. This past weekend, he hooked his computer up and ran into a problem. Everything fires up with no beebs from the motherboard. Only problem is, there is only a blank, dark screen and the monitor light flickers as if the computer was in standby mode or something. He has an ATI AIW 9600PRO. So far, i have tried pulling the card out and putting it back in firmly, didnt help. I was thinking that maybe when he shut it off last it was set to view on a tv via s-video (even though the POST and windows loading still would have showed on the monitor), so i hooked it up via S-video to my tv, still no luck. This is a system I built for him and has worked great (minus his great endeavors to pr0n sites loading his computer with spyware, rendering it useless....which resulted in a format). According to him, the last time he used it, everything was working fine. I'm pretty lost on this one.....

Sounds like it could be a video card issue, if you have another video card, try swapping that into the computer and see if that helps. If theres problems with the hard drive, I would think that could also be a problem also, so, maybe try booting to a windows cd and see if that works.
 
no post, just a black screen with the little LED on the monitor flashing on/off like it does when the cpu goes into standby.
