Confusing download speeds.

Hi all. I've recently started becoming a PC gamer. I've been buying and downloading my games in Steam of course, but as of lately it's been going really, really slow. It started out the other day at 2mbps to about 1.3mbps, which I ws perfectly OK with. But today, it'll start at 2mbps and then drop steadily and then it will average out around 400kbps. I'm paying for the 15mbps package through Time Warner Cable, but only receiving 400kbps? I know the speed will probably never really be at 15, but 400kbps?? Seems like somethings going wrong here. Anybody have any ideas? Help is greatly appreciated. I'm using a wireless connection from my Linksys E3200 router connected to my TW modem.
Also, sometimes the download will literally drop to 0kbps for up to 30 seconds. Thanks for any help in advance.

There is a very high load on the steam servers during this time of the year, this is fairly common. Once the winter sale passes the load will lessen a good bit and you'll get higher speeds.
