Connecting PC to TV

Hello!
I would like to connect the video on my computer to my tv.
My graphic card only has a rca out, and we got two rca cables. I tried connecting it to the tv but all I could get was black and white lines, someone said it might be settings on the computer. Where do I change theese settings?

Display properties > settings >

if your computer detects your TV, it should show as a semi transparent monitor. Click on it and check "extend my windows desktop onto this monitor", this will stretch your desktop to that monitor. You can also do a clone by going into your graphics card's advanced settings.
 
when i plug it nothing happens except that the tv gets the black and white lines. help me out, im not a computer wiz :cool:
 
Now that I try to watch a movie, the video of the movie cant be seen on the tv, everything around it can but the actual movie is just black. It worked in vlc at first but the next time I tried it was black as it was in wmp
how do i solve this?
