Connection Degradation

My ISP is TimeWarner/RoadRunner. I use a Linksys router with the ISP modem. I have a 10mb connection. At times my connection speed drops to 1mb download with up staying around .9mb. When I turn off the modem and router off letting them set off for a few minutes, then power back on, the speed jumps to 10mb download and .97 up. How can I resolve this? Thank you
 
I had a similar problem some time ago which I solved temporarily by buying a cheap electric fan and blasting it at the router. Eventually my ISP replaced the router. The fan has proved useful since to cool peripherals on hot summer days.
 
I use "SpeedTest" for checking transfer rate. My router and modem are kept in a very cool room in our basement.
 
Could it be that your ISP is throttling your connection? Anything else coincidental with the problem going away? Are the speed tests being conducted immediately before and immediately after cycling power using the same utility? Is that utility independent of any apps you are using? I guess if it's through your browser that would be fine.

It seems strange that the upload speed is hardly affected.

I don't want to over-push the temperature factor but are either of the components hot to the touch? Cool rooms don't count for much if a component is overheating.
 
Either box feels cool to the touch. I should have mentioned that my Droid2 has the same speed issue as my PC. I guess at this point I have to go into "swap mode" and replace each box one at a time.
 
What sort of time frame does the slowdown occur? If it's fine after leaving powered-down, how long is it before the higher bandwidth starts dropping off after switch-on? Temperature-related issues are usually less than 10 minutes for small devices. Could your PC and Droid2 be interfering with each other? Have you turned each off for a sufficient period to see if the problem persists with just one device. Have you contacted your service provider (you will probably get one of those people reading off a cheat sheet but someone may come out to take a look).

Edit: You did not answer lucasbytegenius's question about the network being wireless. Assuming such, have you made sure that your network is secure? It could be a neighbour is using your network. When you turn yours off, they use theirs or another neighbour's for a while and then resume with yours?

I'll begin to explain at the point where my wireless environment is working to my satisfaction.
I will notice delays while downloading YouTube video. I also will notice delays when I view or log on to various web sites. In both cases the delays come in "spurts". An example: while down loading a YouTube video, a piece of video is displayed, then pauses, then starts again with the audio portion acts the same way. I then run "speedTest". It shows my ping time is 230 ms. My upload is 2mb, download .97mb.

I power off both the vendor (Time Warner) modem and my Linksys router. I use a wireless connection. After a few minutes I turn the modem on, not the router. I wait until I see the telephone lights (we also have our phone service through Time Warner). The phone indicator lights are the last to "come up" during the power on process. At that point I turn on the Linksys router. After several seconds, I see that the adapter in my PC has synced to the router with a good 4 or 5 bar signal.

I run SpeedTest. Ping is 111, download in 10mb, upload is .98 Downloading YouTube videos are fast They run as expected. Displaying web sites are excellent. I might run good for a few to several days when the cycle begins again. Calling Time Warner support: they give me the same process I've used. This problem existed before I had my Droid2. My network uses security. My browser is Firefox.
 
I'm out of reasonable ideas. You could check the phone dialing tone to see if its noisy when your problem arises but that's clutching at straws. You could turn just the router off for a few minutes then on. Once the connection goes bad, leave everything on overnight and see if the problem is still there the next day. Given the long length of good service each time, it's difficult playing around to see where the problem is.

The modem and line-in are Time Warner's problem - the router onward is yours. If you cannot resolve the issue, you will eventually have to get someone in during a bad spell to check the incoming signals as far as, and including, the modem outputs.
 
please try different browser like crome. it may be the problem with firefox as I tcroo had similar network problem with firefox then I switched to crome and its doing amazing.
