Connection Problems

I've been struggling to get my desktop to connect to the internet and have been unable so far.

Here's the problem, The computer knows the correct ip address it knows the DNS server's addresses, so technically it is connected to the internet, no?
But it will not display web pages, i have an old version of IE and Fire Fox 3.

I have installed and used a registry cleaner and my virus program has not found anything. I don't want to format the hard drive because i don't have a backup disk or the OS disk. Windows XP Professional SP1. Can anyone help me? Thanks in advance.

To further clarify (I hope)

Ipconfig returns the correct ip address, the correct DNS addresses.

All the Internet Options are set correctly according to my ISP. The Network Adapter is updated to the most recent version.

Any other questions please don't hesitate to ask.
