Well if it guaranteed to 4.0mb download. If you test it and it runs at speed from 1.0-2.0, and peaks at 3.5mb and your paying 70$ a months... it isnt good. What are you paying for the 4.0 mb donwload? What upload speed is it? What are the ranges for this connection? Is it static or dynamic?

usually you will only maintain the PEAK speed constantly is when you're download from NEWSGROUPS.
