The way you worded that is a little confusing there. Are you saying you want user accounts to be denied access to the control panel and printer or having problems with people simply jumping on your system to play around with your settings and printing non sense?
With the administrative access you can setup separate user accounts with low permission settings that would deny access to the two things and simply password protect the adminatrator's account. That will keep anyone else from direct access.
