control panel missing icons.

On Windows Server 2003 the control panel is missing the following icons for any view mode.

add and remove programs
administrative tools
netwrok connections
user acounts
windows firewall

How can i add these icons with out downloading software?

Why cant you download any software?

I am logged in as administrator.

Icons don't show up in safe mode aswell.

The point is not to use downloaded tools.

the point is you can do this with winodws and not use other software to get it done. i need to beable to turn on the firewall and change the admin password so i can keep my server up.

No one knows how to do this? I never knew you could even remove the icons from there in the first place. Is it some sorta registry thing?s
