hi guys my question is is possible to cut the upper cooper lines because interfere with my side pane fan thanks

I wouldn't. I operate under the assumption that if it's there it's there for a reason.

That cooler uses a heat-pipe design. Those copper tubes are not solid copper, they are actually hollow copper tubes which have a coolant (freon type) in them. So any penetration into the copper tubes will most likely turn that cooler into a $35 paperweight.

Why not just buy a different cooler which will properly fit your computer?

Those tubes are sealed, inside of a heatpipe is a small wicking and tube, by opening those tubes you will effectively destroy the cooler.
